Recent plan changes continue to make Missouri's 529 Advisor plan a more attractive option from a cost perspective. The most noteworthy alteration this past year was the replacement of a trio of pricey Gallatin exchange-traded fund portfolios with similarly designed iShares ETFs run by Barclays. The substitution lowered annual asset-based fees from 1.05% to 0.83% on those portfolios. Costs on the plan's A-share investment options now range from 0.69% to 1.46%, which is down significantly from the exorbitant 1.22% to 2.70% cost range implemented when Upromise first took over the plan from TIAA-CREF (which only charged 0.65% a year excluding loads and commissions). The plan offers 21 investment options made up of a generally solid group of equity and fixed-income funds from a variety of fund providers. This plan has no age-based option, so investors must rely on their brokers to monitor their portfolios and adjust their asset allocation among stocks, bonds, and cash as the beneficiary nears college-age. Residents can deduct up to $8,000 of plan contributions per year on their Missouri state income taxes (married couples filing a joint return can deduct up to $16,000 a year). But Missourians who want a better deal on costs, particularly those considering passive index strategies, should also consider the state's direct-sold plan and cheaper out of state options.(Information as of 03/23/2009) |
