  The College Savings Plan of Nebraska, administered by Union Bank & Trust, has many strong features, but fees could be lower. On the plus side, tax benefits for in-state residents are generous. Residents can now deduct up to $5,000 ($2,500 if married filing separately) in contributions annually from their taxable income, and qualified withdrawals are exempt from state income taxes. Also, both in-state and out-of-state beneficiaries who will attend a Nebraska institution of higher education are eligible to receive contributions from a special endowment. However, the plan's expenses (the 0.60% program management fee in particular) are a bit high. This is especially true when juxtaposed with the plan’s inexpensive Vanguard index funds whose major advantage is their extremely low cost (the program management fee is more than 10 times larger than some underlying fund fees). The age-based options range from 0.68% to 1%, while individual fund portfolios range from 0.65% for a large-cap index fund to 1.64% for a real estate fund. Investment options here are broad, but investors (especially non-residents) should shop around for a lower priced option elsewhere. (Information as of 03/06/2009)
