  The Kentucky Education Savings Plan Trust isn't compelling. The state offers no tax deduction for plan contributions and charges 0.58-0.91% in total annual asset-based expenses, which is steep relative to other index-laden offerings. And while the age-based plan offers reasonable diversification, its quick transition from stocks to bonds makes it a bit staid for anyone but the most conservative investor. Do-it-yourself investors can choose between active equity, equity index, fixed income, and guaranteed portfolios. It's worth noting the plan may have some appeal if the beneficiary is moving out of state in the future and could potentially come back to attend an in-state university. Under that scenario, a beneficiary who lives in state for eight continuous years before college and has an account value of at least $2,400 can attend an in-state university and pay resident-rate tuition regardless of where they live in the future. For the majority of investors for whom this situation doesn't apply, however, we recommend looking elsewhere. (Information as of 04/06/2009)
